The Chief Minister's Girl Child Protection Scheme, a landmark initiative launched in 1992 by the then Tamil Nadu Chief Minister, is dedicated to the welfare and empowerment of girl children. By directly investing in girls, the scheme aims to combat gender discrimination and ensure their rights are protected.

The scheme's objectives include:

• Educational Empowerment: Promoting school enrollment and retention of girls, with a focus on completing at least intermediate education.
• Delayed Marriage: Encouraging girls to marry only after the age of 18.
• Family Planning: Promoting family planning norms, particularly for families with two girl children.
• Social and Financial Empowerment: Protecting the rights of girls and providing them with social and financial support.
• Strengthening Family Role: Empowering families to improve the status of girl children within the household.

The Children Act of 1960 is a comprehensive Indian law designed to safeguard the rights and well-being of children. It addresses issues like child neglect, delinquency, and juvenile justice. Key provisions include the establishment of special courts for juvenile offenders, the creation of juvenile justice boards, and guidelines for the care and protection of vulnerable children. Additionally, the Act defines specific offenses against children and imposes penalties on perpetrators.

Here are some other child protection laws in India: 

• Juvenile Justice (Care and Protection) Act (2000): Considers anyone under the age of 18 to be a child 
• Prohibition of Child Marriage Act (2006): A law to prohibit child marriage 
• Protection of Children from Sexual Offences Act (2012): A law to protect children from sexual offenses 
• Child Labour (Prohibition and Regulation) Act (1986): A law to prohibit and regulate child labor 

The Indian Constitution also has special provisions for children, including:

• Article 45: The state should provide early childhood care and education to all children under the age of six
• Section 82 of the Indian Penal Code (IPC): Nothing is an offense which is done by a child under seven years of age

Indian Trade Unions Act, 1926

• Purpose: Regulates the formation and functioning of trade unions in India.
• Key Provisions:
  • Provides legal recognition to trade unions.
  • Grants certain immunities and privileges to registered trade unions.
  • Establishes procedures for registration, dissolution, and amalgamation of trade unions.
  • Defines rights and duties of trade unions and their members.

Children Act of Government of India 1960

• Purpose: Ensures the care, protection, welfare, and rehabilitation of neglected or delinquent children.
• Key Provisions:
  • Establishes special courts for the trial of juvenile offenders.
  • Provides for the establishment of juvenile justice boards.
  • Outlines procedures for the care and protection of children in need of care and protection.
  • Defines offenses against children and prescribes penalties.

Tamil Nadu old age pension scheme, 1962

• Purpose: Provides financial assistance to destitute elderly individuals.
• Eligibility Criteria:
  • Age: 65 years or above
  • No significant source of income
  • Not a habitual beggar
  • No major son or grandson above 18 years capable of support
  • Incapable of earning a livelihood
  • Minimal property ownership (usually a modest house or hut)

According to the 2011 Census, India's overall literacy rate is 72.98%, with 64.63% for females and 80.9% for males. Rural women saw the most significant improvement in literacy rates over the past decade, increasing by 24%. 

Kerala boasts the highest literacy rates among states and union territories, with 96.1% for males and 92.1% for females. In contrast, Bihar has the lowest rates at 71.2% for males and 51.5% for females.

The gender gap in literacy is narrow in Meghalaya, Kerala, and Mizoram, with less than a 5% difference between male and female literacy rates. However, states like Rajasthan, Jharkhand, Dadra & Nagar Haveli, Jammu & Kashmir, Uttar Pradesh, and Chhattisgarh have a significant gap of 20% or more, with Rajasthan having the widest disparity.

Anaithu Grama Anna Marumalarchi Thittam was a Comprehensive Development Scheme implemented from 2006 to 2011. This Scheme aimed at improving the overall basic infrastructure facilities in all Village Panchayats in a phased manner over a span of five years.

Anaithu Grama Anna Marumalarchi Thittam (AGAMT – II)

Anaithu Grama Anna Marumalarchi Thittam-II (AGAMT-II) is a five-year initiative (2021-2026) aimed at comprehensive rural development. It focuses on equitable resource distribution across all panchayats in the state. By leveraging 16 government departments, AGAMT-II addresses critical infrastructure needs and promotes holistic development.

Each year, approximately 20% of village panchayats at the block level are selected for the scheme. This selection process is carried out at the district and state levels to ensure a total of 20% of panchayats are covered annually. With an annual budget of around Rs. 1200 crore, AGAMT-II aims to positively impact rural communities over the five-year period.
