Preamble and The Salient Features of The Constitution of India
The Constituent Assembly
  • The Constitution of India was framed by the Constituent Assembly. The Assembly was constituted in 1946.The Constituent Assembly, following the partition of the country in 1947, consisted of 299 members as on 31st December 1947. Of these 229 members were elected by the provincial assemblies and the rest were nominated by the rulers of the princely states. 
What is Princely States?
  • Princely States During the British Rule there were about 560 areas which were not directly under the control of the British. These were Kingdoms or ‘Riyasats’ under Indian rulers or Princes. These were called ‘Princely States’. To name a few, Kashmir, Patiala, Hyderabad, Mysore, Baroda were some of the princely states.
Committees of Constituent Assembly 
  • The Constituent Assembly was chaired by the President of the Assembly Dr. Rajendra Prasad was elected as the President of the Assembly. The Assembly worked with the help of a large number of committees and sub-committees. The committees were of two types : (a) relating to matters concerning with procedures, and (b) concerning important issues. In addition there was an Advisory Committee primarily advised from outside. The most important committee was the Drafting Committee. Dr. B.R. Ambedkar was the Chairman of the Drafting Committee. The task of the Committee was to prepare the draft of the Constitution. The Constitutent Assembly met for 166 days spread over a period of 2 years 11 months and 18 days. 
  • The consensus came in the form of the ‘Objectives Resolution’ moved by Jawahar Lal Nehru in the Constituent Assembly on December 17, 1946 which was almost unanimously adopted on January 22, 1947. In the light of these ‘Objectives’ the Assembly completed its task by November 26, 1949. The constitution was enforced with effect from January 26, 1950. From that day India became a Republic. Exactly twenty years before the first independence day was celebrated on Jan. 26, 1930 as decided by the Lahore session of the Congress on Dec. 31, 1929. Hence, January 26, 1950 was decided as the day to enforce the constitution.
The Preamble
  • As you know that the Constitution of India commences with a Preamble. Let us find out what a ‘Preamble’ is. The Preamble is like an introduction or preface of a book. As an introduction, it is not a part of the contents but it explains the purposes and objectives with which the document has been written.

The United Nations and Its Important six Principal Organs
The United Nations

            The United States hosted the San Francisco Conference in early 1945 to finalise and sign the Charter of the new organisation, the ‘United Nations’. The United Nations was established on 24th October 1945. Since then, we celebrate 24th October as UN Day The United Nations (UN) is an important international institution of our times. It was set up in 1945 with 51 countries as member nations and its current membership is 193.To promote the goals of peace and cooperation, the United Nations has six principal organs.They are;
  1. The General Assembly
  2. The Security Council
  3. The Economic and Social Council
  4. Trusteeship Council
  5. International Court of Justice
  6. Secretariat
The General Assembly
         Among the principal organs, the General Assembly is the central body. The principles of sovereign equality and universality are embodied in its composition. All members of the United Nations (presently191) are members of the General Assembly. Irrespective of size or strength, every member has one vote in the Assembly. Some important Achievements.
  • The Universal Declaration of Human Rights (1948)
  • The Declaration on Decolonisation (1960)
  • Declaration on New International Economic Order (1974)
  • Declaration on Rights of the Child (1989) 
  • Declaration on International Terrorism (1994) 
The Security Council
            The Security Council is the most powerful decision-making body of the United Nations. It has the main responsibility to maintain international peace and security. Unlike the Assembly, the membership of the Council is limited to 15 countries only, out of which five are permanent members. These five countries are China, France, Russia, the UK and the USA. The remaining ten members- called non-permanent members are elected by the General Assembly for a term of two years. 

The Economic and Social Council
           The Economic and Social Council works to promote international cooperation in economic and social fields. It comprises 54 members all of whom are elected for a term of three years by the General Assembly, giving representation to various geographical regions. Decisions are taken by a simple majority of members present and voting. 

The Trusteeship Council
           The Trusteeship Council was created to supervise the working of the international trusteeship system. All the 11 territories, originally placed under the trusteeship system have become free. Now that there is no trust territory to be administered, the Trusteeship Council has ceased to play an active role in the UN system and does not hold meetings.

The International Court of Justice
       The International Court of Justice, known as the World Court, located at The Hague (The Netherlands), is the principal judicial organ of the United Nations. The Court consists of 15 judges, who are elected jointly by the General Assembly and the Security Council for a term of nine years.

The Secretariat
        The Secretariat General comprises the international staff posted at the UN headquarters, New York and other locations throughout the world. They are expected to be impartial and independent in the discharge of their responsibilities. the United Nations and not any particular member country. The Chief of the Secretariat is the Secretary General who is appointed by the General Assembly on the recommendation of the Security Council for a term of five years. 
Since the inception of the Organization, six persons have served as the Secretary–General. They are; 
  • Trygve Lie of Norway (1946-52)
  • Dag Hummarskjold of Sweden (1953 – 61) 
  • U Thant of Myanmar (1961 – 71)
  • Kurt Waldheim of Austria (1972 – 81) 
  • Javier Perez De Cuellar of Peru (1982 – 91) 
  • Boutros Boutros-Ghali of Egypt (1992 – 96)
  • Kofi Annan from Ghana.  (1997-2006)
  • Presently, Ban Kimoon of South Korea is occupying this prestigious office - (Since 2006)

Russia denies holding joint military exercises with Pakistan in Gilgit Baltistan in Pakistan Occupied Kashmir
  • Russia has rubbished media reports that its troops will be holding joint military exercises with Pakistani forces in Gilgit Baltistan. The area is a part of Pakistan-occupied Kashmir. Russia clarified the anti-terror drills will take place in Khyber Pakhtunkhwa region. The denial came as Russian troops arrived in Islamabad Friday for the first-ever joint exercises with Pakistani forces. The exercise begins from today under the name 'Friendship-2016' and reflects growing military ties between the two countries.
Security experts of SAARC countries agree to cooperate in tackling suicide terrorism, drugs trafficking and cyber security
  • Top security experts of SAARC countries have agreed to cooperate each other in tackling suicide terrorism, counter radicalisation, drugs trafficking and cyber security.The agreement came at the second meeting of the High Level Group of Eminent Experts to strengthen the SAARC Anti-Terrorism Mechanism which concluded in New Delhi Friday. The two-day meeting was chaired by Director, Intelligence Bureau, Dineshwar Sharma in which all SAARC member-countries participated.
Indian Air Force successfully test fires long range air-to-air MICA missile
  • Indian Air Force has successfully fired recently acquired long range air-to-air MICA missile on a manoeuvring target from Mirage-2000 Upgrade combat aircraft. A Defence Ministry release said in New Delhi yesterday that the missile achieved a direct hit on a target which was much smaller than an actual aircraft and flying at a low altitude. 
Centre soon to launch Mission Parivar Vikas in seven states for improved family planning services
  • The Centre will soon launch Mission Parivar Vikas in 145 High Focus districts in seven states for improved family planning services. Its main objective is to accelerate access to high quality family planning choices based on information, reliable services and supplies within a rights-based framework. Health Ministry in a statement said, these districts having the highest total fertility rates are in the states of Uttar Pradesh, Bihar, Rajasthan, Madhya Pradesh, Chhattisgarh, Jharkhand and Assam. 
Army and Air Force Chiefs along with Vice Chief of Naval Staff call on PM Modi at his residence today
  • Army Chief General Dalbir Singh, Air Force Chief Marshal Arup Raha and Vice Chief of Naval Staff Vice Admiral Karambir Singh today called on Prime Minister Narendra Modi at his residence. During the meeting, discussions were held on prevailing security situation and India's response to Uri Attacks.
PM approves constitution of two committees for commemoration of birth centenary of Pandit Deendayal Upadhyay
  • Prime Minister Narendra Modi has approved the constitution of two committees for the commemoration of the birth centenary of Pandit Deendayal Upadhyay. Mr. Modi will head the 149 member National Committee while Home Minister Rajnath Singh will chair the 23 member Executive Committee. Former Prime Ministers Atal Bihari Vajpayee and H.D. Deve Gowda, Union Ministers Rajnath Singh, Sushma Swaraj, Arun Jaitley and Manohar Parrikar, former Deputy Prime Minister L.K. Advani and BJP President Amit Shah are the members of National Committee.
India and Russia kick off eighth edition of their joint military exercise in Russian city of Vladivostok with a focus on counter-terror operations
  • India and Russia have kicked off the eighth edition of their joint military exercise in the Russian city of Vladivostok with a focus on counter-terror operations. The main focus of this edition of 'Indra-2016' exercise, which started Friday, is on Counter-Terrorism Operations in semi mountainous and jungle terrain under United Nations Mandate. the 'Indra' series of bilateral exercises is one of the major bilateral defence cooperation initiatives between India and Russia since 2003. 
GST threshold fixed at Rs 20 lakh, rate to be decided in October
  • The Goods and Services Tax, GST Council has fixed the annual turnover limit for exemption at Rs 20 lakh and resolved that all cesses will be subsumed in the GST. Briefing media after the meeting, Finance Minister Arun Jaitley said, the limit would be 10 lakh rupees in the north-eastern states. 
Chinese city Yangzhou to host India business, culture fest
  • China's Yangzhou city is set to host India Week celebrations from tomorrow with a business and investment meeting to be attended by CEOs of top Indian firms. The city in coastal Jiangsu province has been an important business partner for India in the Eastern China Region. 
India 3rd in ICC ODI standings, Kohli 2nd in batting chart
  • India were placed third in the latest ICC ODI rankings released in Dubai today. With 110 points, they were behind Australia and New Zealand. While the Aussies have 124 points, New Zealand earned 113 points. In the batting list, India's mainstay Virat Kohli holds the second position with 813 points in his kitty. He is behind South African talisman AB de Villiers, and a place ahead of another experienced Protea, Hashim Amla. Besides Kohli, Rohit Sharma, who is placed 7th, and Shikhar Dhawan, who is 8th, are the other Indians in the batting list dominated by the South Africans and the Asian giants. 
India bag five medals on day four of Junior Shooting World Cup
  • India added five more medals, including three gold, on day four of the ISSF Junior World Cup in Gabala, Azerbaijan. With this, India's medals tally in the junior shooting world cup swells to 23. India has won a total of nine gold in the competition to be ranked second in the medals tally behind Russia. India won two team gold medals in the men’s and women’s 25 meter pistol events respectively. The third gold of the day came in the individual men’s 25 meter pistol competition. The day's only silver came in the men's 25m pistol. India’s bronze of the day was won by the women’s trap team.

  • India has called upon the SAARC nations to strictly enforce internationally mandated sanctions against terrorist entities and individuals. In his opening remarks at the second Meeting of the High Level Group of Eminent Experts to strengthen the SAARC Anti-Terrorism Mechanism in New Delhi yesterday, Director of Intelligence Bureau, Dineshwar Sharma has called upon the member States to ratify and enable various Conventions enacted by the SAARC grouping, including the Convention on Suppression of Terrorism and mutual assistance in Criminal Matters. 
Govt targets doubling food processing levels to 20% by 2019
  • The Government has set a target of doubling food processing levels in the country to 20 per cent by 2019. Inaugurating the World of Food 2016 International Expo in Mumbai yesterday, Union Food Processing Minister Harsimrat Kaur Badal said, despite all odds, the food processing sector has been able to register a 7.6 per cent growth, much higher than the agricultural and manufacturing sector growth.
India International Seafood Show in Vizag from today
  • The 20th Edition of India International Seafood Show (IISS-2016) to be organised by the Marine Products Export Development Authority (MPEDA) will be kick started today in Visakhapatnam in Andhra Pradesh. India International Seafood Show is one of the largest Seafood Fairs in Asia. The very objective of organizing the IISS is to highlight India's commitment on safe and sustainable practices in fisheries, both capture and culture. With increasing emphasis on aquaculture, the theme of IISS-2016 will be "SAFE AND SUSTAINABLE INDIAN AQUACULTURE".
North Korea warns retaliation over military moves by US, South Korea
  • North Korea has warned retaliation over recent moves of the United States sending supersonic B-1B strategic bombers to South Korea. A spokesman for the General Staff of North Korea military said the provocations have pushed the situation on the Korean Peninsula to the uncontrollable and irreversible phase of the outbreak of a nuclear war.
Magnitude 6.4 earthquake strikes off Japan's coast
  • A magnitude 6.4 earthquake has occurred off Japan’s coast, the US Geological Survey reports. The quake hit at around early morning today, about 149 kilometers southeast of the city of Katsuura in the southern Chiba Prefecture. 
Govt reviews impact of trade pacts on economy, employment
  • The government has reviewed the impact of free trade agreements (FTAs) on the domestic economy and employment generation. Sources said, the meeting of various ministries to discuss the preliminary findings of a report on these pacts was chaired by Finance Minister Arun Jaitley in New Delhi.During the meeting, Chief Economic Advisor (CEA) Arvind Subramanian gave a presentation on the working of FTAs. Commerce and Industry Minister Nirmala Sitharaman, who attended the meeting, said the review of FTAs is a continuous process. India has implemented these agreements with several countries including Japan, Korea and Singapore as well as the ASEAN group.

  • To fast track the implementation of its ambitious Namami Gange programme, the government has decided to replace National Ganga River Basin Authority, NGRBA with National Council for River Ganga, to be headed by Prime Minister Narendra Modi.

  • India has reacted strongly to Pakistan Prime Minister's remarks at the UN and described them as non-factual and full of threat bluster. Minister of State for External Affairs MJ Akbar said, glorification of Hizbul terrorist by Nawaz Sharif at the world forum is an act of self-incrimination by Pakistan. Mr Akbar was addressing a press conference at the India's permanent mission in New York last night after Sharif's address to the UN General Assembly.
GST Council to hold its first meeting in New Delhi today
  • Goods and Service Tax, GST, Council will hold its first meeting in New Delhi today. The council will decide on long pending issues of threshold limit for applicability of the tax as well as the limit for dual control between Centre and states. Finance Minister Arun Jaitley will chair the meeting. AIR correspondent reports that the GST is a single indirect tax which will subsume most of the central and state taxes such as VAT, excise duty, service tax and central sales tax.The two-day meet of the GST Council is likely to iron out issues between Centre and states for rolling out the new indirect tax regime from 1st of April next year. The bill was unanimously passed by Parliament last month and over 18 States have ratified the bill.
Govt clears deal with France for 36 Rafale fighter jets
  • The government has cleared the much anticipated deal with France for 36 Rafale fighter jets. Sources in the Defence Ministry said, the two countries will sign the final deal tomorrow in the presence of French Defence Minister Jean Yves Le Drian. 
UN ready to resume aid convoys in Syria
  • The United Nations has said it is ready to resume aid convoys in Syria after halting operations in response to a deadly attack on an aid mission on Monday (19.09.2016). The UN envoy to Syria Staffan di Mistura told that the trucks will start rolling to some areas but carefully and cautiously. 
Japan PM demands world find 'new means' to stop N.Korea
  • Japan Prime Minister Shinzo Abe demanded that the world find a new way to halt the threat from North Korea after the long-sanctioned regime's nuclear and missile tests. Abe, addressing the UN General Assembly yesterday, said that calculations about North Korea needed to change after its latest actions including the state's test of what it said was a miniaturized nuclear bomb for a warhead.
Oxford tops the list as the world's leading university
  • In the latest Times Higher Education world rankings index, Oxford topped the list as the world's leading university, followed by the California Institute of Technology, Stanford and Cambridge. The United States had 63 institutions in the top 200, while the UK had 32 and Australia had eight. Asian universities, with more rising up the list in 2016, the region's top institution National University of Singapore was ranked 24th. Six Australian universities have been ranked among the best 100 in the world, all improving on their 2015 results. 
  • No Indian educational institution has find place in the top 200 list. Indian Institute of Science of Bengaluru has been placed in the rank segment of 201 to 250 while IIT Bombay is in the 301 to 350 segment.
World Bank to invest Rs 1,000 cr. for improvement of inland waterways in Assam
  • World Bank will invest nearly 1,000 crore rupees in Assam for the betterment of the inland waterways. It was conveyed to State Transport Minister Chandra Mohan Patowary by Union Minister of Road Transport and Highways Nitin Gadkari.
